Louie had seen the Fraggles drinking from pools of water, so when he instinctively went to grab two glasses, he corrected himself and filled a bowl with cold water instead, placing it between Gobo and Mokey. He tried to give them their space to drink, but it was hard; he was worried. He found himself hovering right nearby, practically on top of the Fraggles.
